SECTION I — AUTHORITY INTEGRITY

01 / 05

Authority instability rarely begins as visible governance failure. It typically emerges through:

  • redirected decisions
  • repeated escalation
  • ownership inconsistency
  • operational hesitation
  • and dependency on informal authority behaviour

This section evaluates whether authority movement remains structurally reliable under operational demand.

1. Operational decisions move through intended authority levels without repeated redirection.
2. Decision ownership remains stable during periods of operational pressure.
3. Operational movement slows noticeably when specific leadership individuals are unavailable.
4. Governance behaviour remains operationally consistent during increased organisational demand.
5. Leadership involvement is routinely required to stabilise operational movement.
6. Informal authority behaviour regularly overrides formal governance pathways.
